    Monumental Victory for the Printing Packaging & Production Workers Union of North America!


    Dear Brothers and Sisters:

    On August 15, 2024, Judge Timothy J. Kelly of the United States District Court for the District of Columbia ruled in favor of the PPPWU in its legal fight against the IBT and granted the PPPWU’s request for declaratory and injunctive relief against the IBT in its entirety ruling.

  • An Introduction to District Council 2

    District Council 2 (DC2) proudly represents over 7,000 members working in more than 151 plants, large and small, across California, Washington, Oregon, Idaho, Nebraska, Utah, Colorado, Nevada, and Kansas City offices.

    Our members help drive the economy through skilled labor in the packaging, printing, and paper converting industries. DC2 workers produce essential goods such as:

    • Corrugated Boxes

    • Flexible Packaging

    • Paper Mills

    • Paper & Plastic Bags

    • Commercial Printing

    • Business Forms

    • Labels / Tickets

    • Envelopes

    • Newspapers

    • Ink

    • Warehouses

    • Books

    • Food Processing

    • Mailing

    • Plastic Containers

    • Folding Cartons


    Leadership & Structure

    District Council 2 is led by:

    • Daniel Cabada, Secretary-Treasurer

    • Michael Maddock, President

    DC2 comprises six local unions, supported by eight full-time representatives and organizers dedicated to advocating for workers’ rights and expanding union representation.


    Our Origins

    District Council 2 began in the 1950s, when several small unions in the Los Angeles area joined forces. Struggling to negotiate fair contracts and organize new companies independently, they merged their resources, creating a single, stronger union — the foundation of today’s DC2.

    This unity brought the power to negotiate:

    • Better wages

    • Health Insurance Trust Fund (a pioneer in the industry)

    • Union-Employer Pension Trust

    • Dental, Vision, and Prescription Drug Plans

    • Supplemental Life, Sickness, and Accident Insurance


    Growth & Expansion

    Through the 1980s and beyond, DC2 expanded across the western United States through strategic mergers and affiliations, bringing in locals from Utah, Colorado, Idaho, Nevada, and Nebraska.

    Key milestones include:

    • 1986: GCU Local 777M (Northern California) merged into Local 388M

    • Soon after: Washington Local 747M and Portland’s District Council 4 affiliated with DC2

    • Recently: Northern California Local 4N merged into Local 388M
